Flooring Replacement Project
To be considered, proposals must be received no later than 11 a.m. on September 15, 2026. Late submissions will not be considered. 1. INVITATION TO BID
The Angelina County & Cities Health District (ACCHD) invites qualified and experienced commercial flooring contractors to submit sealed bids for the removal and replacement of existing flooring within designated areas of its facilities. The facility is 14,000 square feet.
The selected contractor shall provide all labor, materials, equipment, supervision, permits, disposal services, and related work necessary to complete the project in accordance with the specifications outlined in this Request for Bid.
The successful bidder must demonstrate experience installing healthcare-grade flooring systems in occupied healthcare or public-sector facilities.
2. PROJECT OVERVIEW
Angelina County & Cities Health District seeks to replace existing flooring with a durable, healthcare-compliant flooring system appropriate for a high-traffic commercial healthcare environment.
The flooring solution shall:
- Meet healthcare industry flooring standards.
- Be seamless or heat-welded to eliminate gaps and joints where bacteria, moisture, and contaminants may accumulate.
- Provide a sanitary, easy-to-clean surface.
- Withstand heavy daily foot traffic, rolling equipment, wheelchairs, and carts.
- Meet all applicable ADA accessibility requirements.
- Be resistant to stains, chemicals, moisture, and wear.
- Be suitable for public health clinic and office environments.
3. SCOPE OF WORK
The Contractor shall provide all necessary services, including but not limited to:
- Existing Flooring Removal
- Temporarily move existing furniture unless secured to the ground, including, but not limited to, desks, cabinets, tables and chairs.
- Remove and dispose of existing flooring materials.
- Remove adhesives and prepare subsurfaces.
- Dispose of materials in accordance with local, state, and federal regulations.
- Minimize dust and disruption to facility operations.
- Floor Preparation
- Inspect subfloors for damage or irregularities.
- Provide leveling and patching as necessary.
- Repair areas requiring correction to ensure proper installation.
- Flooring Installation
- Requirements
Install a healthcare-grade flooring system meeting the following minimum requirements:
- Commercial healthcare flooring.
- Seamless sheet vinyl, heat-welded sheet flooring, rubber flooring, or comparable healthcare-compliant product.
- Non-porous and impervious surface.
- No open seams or joints.
- Heat-welded seams where applicable.
- Slip-resistant finish.
- Low-maintenance finish requiring no waxing where possible.
- Resistant to common healthcare cleaning and disinfecting chemicals.
- Antimicrobial properties preferred.
- Moisture-resistant construction.
- Suitable for high-traffic commercial environments.
- Performance Standards
Flooring shall meet or exceed:
- ADA Accessibility Guidelines (ADAAG).
- OSHA requirements where applicable.
- ASTM standards applicable to commercial flooring.
- Manufacturer requirements for healthcare facilities.
- Local building codes.
- State and federal accessibility regulations.
- Base and Wall Transitions
- Install integral coved base where specified.
- Provide seamless transition details.
- Install transition strips at doorway thresholds where required.
- Ensure transitions comply with ADA requirements.
- Cleanup
- Remove debris daily.
- Maintain safe walkways and work areas.
- Complete final cleaning before project closeout.
- Return all previously moved furniture.
4. CONTRACTOR QUALIFICATIONS
Bidders shall provide documentation demonstrating:
- Minimum five (5) years of commercial flooring installation experience.
- Experience with healthcare or medical facility flooring projects.
- Current licensing as required by state and local regulations.
- General liability insurance.
- Workers' compensation coverage.
- Ability to provide at least three (3) references for similar projects completed within the last five years.
5. PROJECT SCHEDULE
The bidder shall provide:
- Proposed project schedule.
- Estimated start date.
- Estimated completion date.
- Phasing plan if work is completed in occupied spaces.
- Plan for minimizing disruption to Health District operations.
Work may need to be completed during evenings, weekends, or non-business hours as directed by ACCHD.
6. WARRANTY REQUIREMENTS
The Contractor shall provide:
- Minimum one (1) year workmanship warranty.
- Manufacturer warranty for materials.
- Written documentation of all warranties upon project completion.
