Angelina County & Cities Health District (ACCHD) often requests bids for facility maintenance, repairs and other needs. All public notices and bid packets will be posted here when available.
Currently, ACCHD is soliciting sealed proposals for a new Electronic Health Record in accordance with the Texas Grant Management Standards (TxGMS) and applicable state procurement laws. Further details are below.
To be considered, proposals must be received between July 1, 2026 and August 1, 2026. Late submissions will not be considered. Sealed proposals can be hand delivered to the ACCHD offices located at 503 Hill Street, Lufkin, Texas, 75904. Electronic proposals may also be sent to admin@acchd.us.
Electronic Health Record
Scope of Work:
Integration, implementation, training, and IT support of an Electronic Health Record must contain the following:
- HIPAA compliant.
- Contains a Pharmacy system.

Have a Clinical documentation system for adults, children, women’s health, and behavioral health.

Have case management capabilities.

Contain a patient portal.

Paperless consent process.

Ambient listening.
-
Lab integration.
-
Ability to generate DSHS reports.

Immunization Tracking and Immunization Inventory tracking.

Immtrac integration.
-
Scheduling.
-
Ability to remind clients of appointments.

Quality Assurance Dashboards.

Revenue Cycling/ coding and billing.

The Angelina County & Cities Health District campus consists of 503 Hill St. and 205 Shands Dr. The main building, 503 Hill St., operates a clinic and various public health services. An additional building, 205 Shands Dr., operates women's and children's (WIC) services. ACCHD operating hours are Monday through Thursday, 7:30 a.m. to 5:30 p.m.
All vendors wishing to submit a proposal must comply with the Texas Health and Safety Code and Texas Grant Management Standards. We expect all bidders to include these requirements in their proposals, demonstrating their ability to meet these essential standards.
